Kelly, better known as Snowy, notched up his 100th game in the green and gold in the 24-all draw.
He also had a good day with the boot, nailing four out of four conversions.
Kelly's four goals also landed him in the top five pointscorers for the Group 19 second division competition with six tries and 26 goals for the season for 76 points.
He was also awarded three Group 19 best and fairest points by referee Craig Smith.
Saturday's round 14 clash against Tingha was do-or-die for both the Roos and Tigers.
Tingha needed to draw or win to guarantee fourth spot on the ladder and Walcha needed an outright win to leapfrog the Tigers into fourth.
The Roos led 24-20 until the dying minutes of the game where Tingha crossed in the corner to finish with a draw, handing the Tigers the last spot in the finals.
The Roos finished fifth on the table with five wins, seven losses and two draws for the year.
Earlier in the day, an under-strength Jillaroos league tag outfit were beaten 36-nil by the second-placed Tigers team.
They will play the Tenterfield Tigers this Saturday in Ashford for the minor semi-final, beginning at 12.30pm.
