"We are asking that all visitors do not enter the hostel building at all," Dr Allen said.
" Visitors are still welcome but visitations will occur outside the building itself and in comfortable designated areas within the grounds.
"This will not apply in exceptional circumstances.
"For the sake of the residents' health, we ask that visitors wear masks, use alcohol rub on their hands, make no physical contact with the resident and keep a distance of two meters."
Dr Allen said anyone with a suggestion of a cold or a sore throat must not visit at all.
"Without wanting to be alarmist, I do wish to impress upon you the potential seriousness of this pandemic," he said.
"Conservatively it is estimated 25% of our population will get infected. That is roughly six million people. If the mortality rate is only 1%, that means at least 60,000 deaths in Australia."
